Nothing that requires the labor of another should be a human right. Not housing, clean water or health care. Speech, life, liberty and the pursuit of happiness are all within the individual, and only require the belief and respect of others* in order for everyone to have them.
*and to some extent a State with a monopoly on violence to use force against those who violate others' rights ... which can lead to authoritarianism .. human rights in stable States are a very rare thing.
